It's a little different than that, but yes.
Soviet Russia jokes just invert subject-object in a sentence that originally has "you" as the subject, or in some cases, invert subject and indirect object in a sentence that has subject-object-indirect object (still in cases where "you" is the original subject).
Alternate reality humor involves three basic concepts:
1. Even though "alternate" just means "different," most things are the complete opposite of what they are now. 2. Some things are so fundamental that they are constants, and remain the same in the alternate reality (acting as exceptions to Premise 1). 3. Everyone has a goatee.
Now, considering concept 1, it is entirely possible that some alternate reality jokes will be indistinguishable from a Soviet Russia joke, as when you think about it, "Soviet Russia" jokes is a subset of alternate reality jokes, with Soviet Russia acting as the alternate reality. However, Soviet Russia jokes generally utilize only concept 1 and have a very definite form, but alternate reality jokes encompass a wider variety.
