How many are characters are allowed? (I'm referring to Player Characters not NPCS) 5 is plenty. What you need to talk about is whether there should be prohibitions on starting out with villain pcs. Or if there should be seperate counts for villains and non villains.

Whats going to be the difference between PC's and NPC's? traditionally, NPCS do not have names. If you do give them a name it won't matter since if they were to die, they could just as easilly be replaced by a new npc. Not all npcs would be unable to fight, summons, henchmen, and guards for instance, would probably be between tier 8 and 9. Possibly higher for summons. The main factor for npcs, is they essentially do not exist when they are not on screen. An npc is never mentioned when there is no pc nearby to witness their actions. A pc can later find out about an npcs actions by say, watching a video recording.

anything higher than tier 8 is pushing it was what you were going for I think
What required information needs to be posted on each character?
This can be elaborated on further if more is thought to be needed after the roleplay starts. What types of magic a person can cast, what equipment they have, comparisons to other characters for level of perceived competence. Name, appearance(possibly just a faceset). Age isn't even important, and what parts are important can be included in appearance. You can list extra information if you want though.
Do characters need to be approved by the GRP committee that will be appointed soon? Well, I guess, need to stop people from overpowering, and need to have them ranked before they get into the heat of things. We could theoretically let characters enter with the "no violence" warning until they're approved like we did in the previous grp though.
Should we use the Tier system again? If no should we somehow give power levels? Crusty's level system is too much like the system we used before we had tiers. The tiers system is deliciously vague, your system would be more RESTRICTIVE. There was a reason we didn't rank people within single tiers, even though two tier 5s were quite often very far apart in power. And white, the tiers system was enforced well enough, the problem came from the grc undertiering people, mostly for reasons like, the player has too many high tiered people so they tier the char lower, or the player is manus and won't tell the grc what their characters can do. The tiers are just a guideline anyway. Even a tier 10 could take out a tier 1 if conditions were favorable enough. Drunk, asleep, drugged, tied up, blindfolded, and hanging from a cliffside of anti magic rock for instance.

I think players should be allowed to have npcs, so they shouldn't be the complete property of the grpc. But what npcs a player has should be related directly to their pcs. Friends and family for instance. People should try to avoid making the friends and family too powerful if they aren't pcs themselves. This will mean that most shopkeepers and such will be grpc controlled. I might make a shopkeeper pc though. Or use Doyle, Doyle was fun.
Should there be a main GM or just a free for all?
I think a sort of plot forum for the community to decide would be good, a restriction of villain pcs may be in order though. The GRPC would have control over most locations as well. As places are kind of like npcs too. So most of the plot would be dictated by them. They should probably make head committee member of a specific location to avoid disputes though.
Also, what happened to the OTHER grp idea, Hideout club, I proposed and a few of us decided would do well to run simultaneously with this one?
Having too many sub forums becomes annoying to navigate. The forum setup we had previously worked well. Each individual main area has its own forum, and locations in that area have their own thread. I think the town should have at least 2000 people. That's a typical modern small town size, and around what I expect the assylum had.
