This post will be sort of a checklist of things that have been done or need to be decided on. So as this thread (hopefully) gets longer, we can refer here to whats being talked about, and what has been decided.
So lets start with characters. Things that need to be decided on this:
How many are characters are allowed? (I'm referring to Player Characters not NPCS)
Can people switch out characters if we do put a limit on how many are allowed?
Whats going to be the difference between PC's and NPC's?
How powerful are we allowing PC's?
What required information needs to be posted on each character?
Do characters need to be approved by the GRP committee that will be appointed soon?
Should we use the Tier system again? If no should we somehow give power levels?
What should be the role of the GRP committee?
Should there be a main GM or just a free for all?

I think only 5 active PC's should be allowed at one time.
I think if you get tired of a character or a character goes away for something, then you could switch in a new character as an old one goes active. IT would give an oppurtunity for someone to write a short fic on what a character did while they were gone, and show how they grew powerful or obtained an item of power etc.
NPC's should be either a character that has an assigned function (ic: shopkeeper, gaurd) and isn't involved in the plot other then maybe providing an item or some information from time to time. A NPC could also be used as a plot hook or some such by the main GM.
I think PC's should start off at this time fairly low powered. I think we could do a tier system again and have them ranked, but I don't think we should start off with to powerful of characters for now. I would like to see RP and character development to a point of higher power.
I think Name, Age, description and a list of powers and abilities is nessecary. This will allow for the GRP committee to know your character overview etc but you can still have your history and stuff a secret. Optional stuffs as history etc can be posted, but I think the above list should be required things.
I think characters should be approved. I think we also should rank them once more. This will give the GRP a chance to approve and rank at the same time. It shouldn't be hard to tell someone "Hey, Your character is awesome but a bit over powered to what we want at the moment. Can you power it down a little by (insert suggestion here) and then it should be okay and we'll rank it." That way people know everyone is starting on a fairly even level.

I think the GRP commitee should consist of 3 to 4 members who are active in the GRP. They should be voted in by people who play/wanna play in the GRP. The people voted in will be the storytellers. (this answer will overlap into the next question) The Storytellers will when needed facilitate a plot. They will guide the GRP and make sure it doesn't get to chaotic, doesn't get stuck in a rut and make sure characters aren't twinking or doing something that shouldn't be done. Players are the reason we even RP. So as such the players should have a major say in plot. Not saying there won't be plot twists, just that players shall also have a hand in the plot. This is where I think the Storytellers will be useful.
Say Sally has a awesome idea for the story and PM's it to Bob the Storyteller. Bob likes the idea and depending on circumstances may run it by the others, or just approve it and send a note to the other ST's to let them know whats afoot.
Sally has approval and begins implementing her plot with help of ST's. Billy also comes up with a plot the next day, unaware of sally's plans. He PM's a ST and tells them about it. Since there is already a major plot a foot, the ST's tell him to hold on and will PM him when the GRP is ready to handle such a plot.
So instead of everyone has some awesome plot of granduer that overlaps and collides, the storytellers can keep things in check. They can make sure that small plots are going on along with the one or two main plots, and make sure that the world is going along as should. They may decide to let two or three major plots run at the same time to see how they will interact or effect the characters. It would be up to them.
The last GRP died. I'm not talking about the NGRP, the old one. It was dying. Why? Some people didn't have time, they didn't like the over poweredness, lack of personal interplay between characters etc. We had three, maybe four active members left running a billion NPCS'(though VS was the only one who did it effectively). So we started over and it was to controlled perhaps? Whatever the reasons it died.
My idea is that this GRP is still run by the players. The Storytellers are there just to make sure everyone follows the rules and that the game runs smoothly. It can still be like the original. People building things, adventuring, interacting, coming from different worlds etc. I liked the randomness and fun of the old GRP and I liked how it could be serious all at once. It was fun and I wanna recreate that. Those above are my thoughts on those matters for the moment.
I want input on this. If you see an idea you don't like state that and a solution. If you like something state why. That way it will be easier to create a set of standards for the game.

Agreeing with Alyx here. 5 is usually more than enough, although GRP Committee should be able to override this rule if they feel it is appropriate

Yes. It's evil to have stagnant characters stuck in the game with absolutly nothing to do

Agree with Alyx again. NPCs should not provide much help, other then a minor drink server/horde of enemys to chop through

At first, kind of low level. If we used my plot, then other than WhiteInferno and Anathorion and maybe a few official guards of the crown (5-20), everyone is pretty much a refugee from the asylum or someone who wanted to join along. These people are pretty much able to fight, but not at anything better than an unorganized militia level.
What required information needs to be posted on each character?
Agree with Alyx, but also include equipment (No need for '30x Throwing Knife', just 'Throwing Knife'). This will keep people from pulling bombs and holographic projecters out of their ass. >>

Yes. This is needed as if we don't the Tier system is useless. We should use the time between the start of the GRP and now and start approving characters.

Yes. It is a good system, it just wasn't enforced right.
What should be the role of the GRP committee?
Agreeing with Alyx on this one. 'Storytellers' would allow freedom but not let it go rampant. Kind of like Democracy is between Dictatorship and Anarchy. (Yes, I know there are other styles of government, but most are similar to this.

Agree with Alyx. If there is a GM, then that makes the GRP lose it's charm. It'd be a regular RP.
ADDENDUM: We need to have what we had for the GRP, an entire section devoted to it. Like in my Plot: Three sections at first, in this order. 1. Outdoors. This will be a general area to explore, and can be divided into different areas via subforum. 2. Town. This will be under construction at first, but it will not be huge. 100 people probably at first, not counting guards and stuff. 3. Govener's Mansion. This is where the place is ruled. Anathorion probably doesn't want it, but it DOES provide a defensible position for him to be, and it's easier to perform adminstrative action in a mansion rather than a barn.
We'll need a map drawn up, at least at first. It is not a 'permenant' map, as it might change a lot, but mostly we'll need to find out what it'll look like so people can see what they are doing.

How many are characters are allowed? (I'm referring to Player Characters not NPCS) Five seems like a reasonable limit. Since there's very little carryover from the old GRP, it won't be like previous attempts where old characters mysteriously disappeared.
Can people switch out characters if we do put a limit on how many are allowed? Yes, but this needs to be monitored. People can't be switching back and forth willy-nilly or it defeats the purpose of the limitation. If a character is gone from the main RP for a significant amount of time, however, than it does seem reasonable to allow someone else to step in. Likewise, if someone dies or something (which in the GRP could well be temporary), it makes sense to allow some replacements. It would probably be logical for people doing this to have a stable of about six to eight characters in total, with about three being permanent and the rest rotating out as needed. Of course, other people might not even want the full five characters, so for them this wouldn't be an issue. The GRP Committee can keep an eye on the switching thing, and possibly step in if someone gets ridiculous with it. I don't think the GRP Committee should make special exceptions to this rule for any given person. Rather, additional characters, if needed, should be NPCs. The rule should be the same for all players.
Whats going to be the difference between PC's and NPC's? PCs should all be, by their nature, specific characters. As for NPCs, there should be generic characters (shopkeepers, townsfolk and the like) and also specific characters (usually villains) controlled by the GM.
How powerful are we allowing PC's? PCs should start out at relatively low levels, as this gives the most room for development. They can eventually reach much higher levels of power, but we have more room to work with if they start out at the bottom.
What required information needs to be posted on each character? Name, age, description, and a list of abilities, powers, and equipment are certainly a must. In the case that abilities and powers are desired to be kept secret (or at least certain aspects of them), the main GM should receive the full explanation in a PM, and that information can be shared with the rest of the committee on an as-needed basis.
Do characters need to be approved by the GRP committee that will be appointed soon? Characters should require approval from the GRP committee, to ensure that they're within acceptable power guidelines and also that their backstory and such (if given) make sense in the context of the Hideout. It's also good just to make sure they have the required information. This also gives the GRP Committee the ability to rank the characters.
Should we use the Tier system again? If no should we somehow give power levels? I'm not sure the Tier system, as it stood before, would be best for this new, low-powered setting. The tier system encompassed a very wide range of power levels. By current suggestions, all characters in the new RP (with the sole exception of Anathorion, who was a Tier 6 or maybe even Tier 5, I think, and White, who was a Tier 7, and maybe some new NPCs) will fall into Tiers 9 and 10. This seems to bunch everyone together too much. It might be better to have a system of levels, much like in RPGs, as this not only gives a wider range to work with but also gives more of a sense of progress. Thus, rather than the tiers, we'd have the more traditional rankings of "level 1, level 2, level 3... etc." These would not necessarily correlate to actual EXP, but would be levels of power - thus, more powerful races would start at a slightly higher level (though this is largely moot until later in the RP when higher levels of power are acceptable). Further, I think there should be more of a look at individual powers than before and perhaps a few notes on a person's character sheet about exceptions to their general ranking. For example, if someone were particularly skilled in magic (Magus is probably the best example from the old GRP of this, who often cast spells well above what the average Tier 4 was capable of) we might make a note of "Magic +2" or "Magic +5" or "Magic +20" or something along those lines. This would indicate that, while the person is overall a level 5 or whatever, he may be skilled enough in magic that in that particular area he is equivalent to say, a level 8 or 10. Likewise, a very strong character might have "Strength +5". These could be more specific too - perhaps one person would have "Fire Magic +5." These could have negative values as well - "Strength -2" for a frail wizard. Too avoid things becoming too complicated, these should be kept to a minimum - perhaps two or three modifiers per character, and certainly no more than five. I think this would add greater sophistication to the ranking system and might avoid disputes later on if characters' power due to their level comes into question.
What should be the role of the GRP committee? The GRP should consist of 3 to 5 people active in the GRP. The first GRP Committee should be appointed by the Supreme Moderation, but if that is not possible (as it does not currently seem to be), it could be elected by the people, or simply open to any interested if there is a small number interested (which seems to be the case). From that point on, the GRP would control their own membership, but in cases of corruption the Supreme Moderation or the people could step in, the same as with any other issue. The GRP Committee should control policies and rules for the GRP, regulate the application process for characters, and most importantly, serve a guiding role in the RP by being the primary driving force for coordinating plotlines and controlling NPCs, especially NPCs who are not simply "stock" characters.
Should there be a main GM or just a free for all? I don't think the GRP Committee should necessarily enforce plots, as players should be free to control their own characters, but as they do control the NPCs, anyone who desires a major plot would be wise to consult the committee, as then we can have something big going, rather than the NPCs just reacting to the actions of five people. This will allow players freedom to control their characters, but naturally any plot of large scope is going to need the cooperation of the storytellers so NPCs get involved.
I would like to also agree with Warlock's earlier comment that one of the problems with the GRP was that it became too much "serious business." I don't have a problem with still having rules and such like, but the GRP, at its inception, typically had a light-hearted and humorous plotline, and I think recapturing part of that original character might help to revive the GRP. I also agree with White that the GRP should have its own section. I personally currently recommend a slightly different structure, however - one forum for the RPing threads, and one for the non-RPing threads. The RPing forum could currently consist of a subforum for the town and one for the outdoors, as White suggests, and this could be broken up further as we progress and more things are discovered. I don't think the Governor's Mansion needs its own subforum - just a thread in the Town subforum should be fine. The non-RPing forum should consist of one subforum for discussion (regarding plots, rules, whatever) and one subforum for information, including character profiles and any other rules or information that is necessary.
