Hm... well, as we all know, I do appreciate the power of SCIENCE!However, I'm not sure Raiden, as a god of lightning who has at least half a dozen different ways to electrocute people until they explode, cares a whole lot about science.

Just like entry says, Raiden has complete control over electricity. Masterful as she may be, Mikoto doesn't measure up to that standard.

Raiden may have power, but he's all brute force with his lightning, Mikoto puts it to good use.

I'm moreso saying, that if Raiden has complete control, he could basically shut of Mikoto's control.

I'm not sure there's anything to support the idea that Raiden can just "shut off" the control of another electricity user, especially considering their powers derive from different sources. I think it's more likely he'll simply overpower her.

You're also failing to take into account the fact Mikoto is immune to electricity. Well, that does complicate things. Hm. It seems fairly likely that Raiden is as well, although it's not clearly stated anywhere. But Mikoto can railgun him. Hm... yeah, Raiden's not exactly helpless without his lightning, but it is a big chunk of his powers. I suppose Mikoto might win, then. If I were you, I would have really started my argument with this bit of information. Mikoto Misaka wins.
